I was told when they can hold their head up. I've asked around also and this was told to me by both a running friend and a salesperson. I'm expecting my first this summer too. Good luck.
We started using ours when our baby was 2.5 months. She's 18 months now and loves running every day. I've had several friends run with it when their kids were less than a month old. When using the carseat adaptor and carseat, stick to sidewalks, concrete paths or smooth trails.

My pediatrician told me that the recommendation is to not use a jogger until 6 months old. Then she told me that while that is the recommendation, she would feel comfortable using the jogger on a perfectly flat and bump-free surface with the car seat adapter as soon as she felt the baby was old enough to be out and about.
In other words, jogging on a track in the car seat adapter is good at a few weeks old, but no bumpy asphalt until 6 months. Her concern was neck strength. If there is no bumping or vibration during the run, there is no difference to the baby between running and motionless in the car seat.
The correct way is to leave baby in the safety of your car. There will be no risk of jarring injury and baby can be safe from rain.
Exactly what our pediatrician said. I should have elaborated saying we used the car seat and adaptor until she was about 6-7 months old. As long as you are on a smooth surface, it's like them being in a carseat riding in a car.
Btw, I have this same jogger. The front wheel can be adjusted a tiny bit to make it track straight. My suggestion if you are going to run on a track is to adjust it to turn very slightly, so that on the turns, you only barely need to try to get it to turn and on the straights you barely need to try to get it to go straight. If you set it up to track perfectly straight, it will be easy on the straights, but your wrist will get tired of the effort needed to keep it turning.
Also always use the safety strap when running with it anywhere other than the track. In no wind, this stroller is pretty fast, once you're used to it, it is maybe 20 to 30 seconds slower than running without a stroller. In a head wind, though, it is much slower.
It rolls much better than my friends' joggers do.
3 months with car seat and infant insert for me. Kid can now run 400m on their own at age 3.

Seconded. This is what we did with our two kids. As a bonus, my wife is a pediatrician.
