At my gym 90% of people walk and never run. This evening a couple were running and it was a genuine surprise. (The woman looked like this was the first time she'd ever tried to run and kept hopping up on the sides for a breather, at 5mph).
One guy does a workout where he walks and steadily increases the gradient to 20 or something. So it's me running, him hill-walking, and everyone else strolling for apparently no reason at all. Bizarre. Still, this is the first winter I've used the treadmill and I'm so glad of it - like heat, hate cold.

A girl in my dorm freshman year complained a few times that she couldn't work out because she didn't have a ride to the gym. I'm not big on working out at the gym, but I wanted to be a nice guy, so offered to work out with her just so that she could ride over with me.
So I drove her to the gym, and she proceeded to walk on the treadmill for 15 minutes and then tell me she was ready to leave. I was like "wait, you needed a ride to the gym so you could go for a walk? Couldn't that problem kind of solve itself?" She didn't understand the point I was trying to make. We didn't work out together again.
I don't mind unless two people go to walk together and talk the whole time. Have to turn my headphones up pretty loud to drown them out. There are people that absolutely can't run like me brother. He had a heart attack a few years ago. Walking is the best workout for some.

What do they aspire to be, an elite at walking 2 mph for 15 minutes?

Dude she needed a ride becasue she wanted a chance to hang out with you. She did her 'workout' and was ready for some Netflix and chill.

Frankly I don’t know why treadmill speeds go up to 15mph since I never get above 3.5
I hear ya bro! I stare at the walkers on the treadmills between lifts too, and when doin squats. Sometimes I’ll stand behind the treadmill doin curls, that gets them to finish right away and then I take the treadmill. Which Planet Fitness are you at, we could lift and stare at the walkers together.
A lot of people go to the gym because they are extroverts who feed off of the positive energy of people around them. Walking is awesome exercise from a purely practical perspective if you just want to be healthy. Running and serious weight training are more about competition.
I briefly experimented with letting go of competition and decided I was just going to go for walks 4-5 times per week. I felt healthy, slept like a baby, and didn’t have to deal with my body feeling trashed all week. But then I remembered that I am a white guy, so happiness isn’t really my thing. Now I am back to beating the crap out of my body in the weight room because I get off on being miserable.

This may not be the case as I don't know where you live, but sadly for some, the treadmill may be the best option. It's well lit, safe, secure with people around and CCTV. If it was winter, dark outside, depending on the area, a walk outside may not be the best of ideas. It depends on the area. I had a friend who wanted to take up running, she drew out a loop to run. But 50% of the time she would get shouted at on her loop and hassled. The streets aren't the best, and this was in the day (she works shifts). She switched to the gym, did all of her training in there. Then joined a running club. She now runs half marathons and has won parkrun.
I guess my point is I can understand how some people would do that, based on area. Obviously it doesn't apply if you live in a well lit nice campus.
A lot of people also start off walking on a treadmill just to warm up.
Most people just don't care about running. If they're on a treadmill at the gym, it's probably because they don't care about running. Maybe they just came off an injury? Maybe they're just warming up for something they enjoy doing at the gym?
Another person's workout is not important, and to care about that makes you an idiot. My guess is that your bench press isn't much higher than 135. No one who isn't a douche bag would look down on you for it though.
This is true, but we all know that walking on a treadmill is not real walking, you just have to lift your feet and put them down again, the belt does all the work.
Walking on a treadmill does not count, oh and there is no wind resistance either.
