You could look at pacing (trying to run even splits if possible).
Focus on nutrition, hydration and sleep to give yourself the best chance.
Do some strides.
Increase your mileage - to 50mpw. Not every week. Rest before your race if that's what works for you. You would have to run faster before this meet to go, so you have less than 4 weeks.
I wouldn't try to knock off 15 seconds in one month. It's asking for problems in my opinion.
I would focus on your summer season and a slow build up. Sorry, I am not sure which country you are in but you will have some outdoor track races? Please do not injure yourself over this, it is not worth it.
