If you actually read this section, it refers to club action(example- the club screws with the clock),
non-participants(refs, coaches, and players are the participants, example- fan comes out of the stands to tackle a runner as he was going in for the wining score.) or calamity-(example- as the winning kick goes up, there is an earthquake, and the goal post shifts, and the kick misses).
