The chance for chipped teeth, fractured knee cap, and/or strained ankle tendon is too high when on snow/ice covered roads.

I like to run outside on the first real cold day of the year, so I don't feel like a wimp when I skip all the other cold days.
I ran on packed snow at home in the Southwest just now, but even with slight windchill it was still 35°F. I’m flying to Boston tomorrow, though, and I’m planning on the hotel treadmill. Your winter up there s^cks.
Not running because of the cold is definitely wimpy.
To be a successful runner you need to be comfortable being uncomfortable. What do you do in a race when you start to hurt?
Strap on a pair.

Most people don't schedule their big races for the middle of winter, unless they live in Florida. I say run indoors today and focus on the long term picture, not seeing how tough you are.

Hmmm, most people don't schedule their big XC races in the summer, yet that is where they build their base for the big races in the late fall. Stop making excuses for being a wimp, nut up boy!

Cold is different things for different people :-)
Weather report said it was 10F with 24-28mph winds (36-39mph gusts) during my morning run. Nothing my wind proof baselayer and tights couldn't handle, but my face and fingertips froze. Didn't help that I did the first three miles into the wind before looping around to complete my 6.4 miles. Running with the wind downhill was fun, though. My breath was moving faster than me.

I ran outdoors at 6:15AM. I have proper gear for cold weather running, and I chose a route with minimal wind exposure. It's not a big deal, and certainly not dangerous if you dress for it. My only concern was the snow on the roads, because drivers tend to overestimate their ability to control their cars. No ... your AWD won't keep you from sliding. You need snow tires for that.
I Skipped not because of the weather I skipped to honor MLK day
I braved the frigid below 0F temps for 1:30 (45 minutes each way) to get to the fitness center where I sweated my A55 off for 7.15 miles watching the Price is Right on tv.
I used an indoor bike trainer for an hour and 50 minutes. While not exact in specificity it burns calories and provides training benefits. I certainly wouldn't last for that long outside and the injury risk would be higher.
