I could run 1:13 in the 400m because I tested myself after a light jog the other day, my mile pr this season is 6:30. Would it be more sensible to aim for 3 minutes or 2:40? Because I’m not sure what pace I should go out at.

Well a 73 predicts a 2:40 according to Daniel's tables. However, it also says you should run a sub 6 mile. So it seems you are still a bit low on endurance right now.
I would shoot for 2:50. Go out in 85 and see what happens.
