Nobody talks about an 'ideal progression' because improvement is often really hard to predict. Only one of these people went to a power 5, but it still shows how people progress differently
Here are some examples of real people I've seen:
9th- 16:30 5000XC, 4:25 1600
10th - 15:30, 4:22
11th - 17:00, 4:30
9th- 4:55 1600, 11:00 3200
10th- 4:35, 9:50
11th- 4:15, 9:20
12th- 4:10, 9:20
9th- 5:09 1600, 10:50 3200
10th- 4:55 1600, 10:30 3200
11th- 4:30 1600, 10:16 3200
12th (After all the recruiting is done)- 4:20 1600, 9:30 3200
It's worth noting that this guy has an incredible coach. This team went from one of the worst in the county to almost winning states in only 3 years with him, still without even 20 boys on the team.

I don't think you're going to get a scholarship with a 4:20 / 9:30 at a power 5 school. Please bear in mind your senior year track season is after recruiting is done.
