Lots of different formulas. There's the Maffetone 180 - age, then plus or minus 5 based on fitness. Or there's the Heart Rate Reserve method which gives you 150bpm based on generic HRmax for your age. The thing is, running HR doesn't really translate to cycling that well. On the bike your legs will probably get tired before your HR gets that high. Garmin and other apps have separate HR scaled for running vs cycling. Just go and ride easy, not so hard you are huffing and puffing, and you'll eventually find what HR is easy for you.

I had surgery a week ago and they said that I can bike now but not run.

In that case drop it by 10bpm. Go extra easy, your body needs to recover.
Chew gum on your run or run with a toothpick in your mouth. If you run too hard, you will end up swallowing either one of them.

There is no accurate estimate for an individual given the variability. For example, I am 33 but if you were to match my max heart rate to the formula, I'm about 20.
No Formula works well for all people. A group of distance runners tested at age 24 had an average maximum HR of 178. 25 years later the same subjects had an average maximum HR of 176. What formula does that support? Go by feel if it is just to do Easy exercise.

No need for any complicated analysis, just run comfortable and easy and put as much effort into relaxing your upper body as you do moving your legs. Easy runs should be relaxing, a form on meditation.
