Are there any specific restrictions on volunteer assistant coaches in NCAA DI? What I mean is, are there special rules for volunteers that are different than the rules for regular assistant coaches...for example, travel rules, recruiting restrictions, or things like that?
Volunteer coach's cannot recruit off campus although they can call prospects and have contact with them on campus for their recruiting visits. Just this past year they changed the rule that now allows volunteer assistants to go to dinner with a recruit and the school can pick up the tab on their meal (the vol coach use to have to pay for their own meals). Other than that is is up to the school from what I know.
not true. if you an official volunteer coach (each team gets a limmited #) and you have passed the coaches recruiting test, you can recruit off campus.
I believe you are wrong.Passing the recruiting test does not enable a volunteer assistant to recruit off campus. Passing the test allows them to make the aforementioned phone calls, e-mails, and on campus contact.

You can talk to anyone that comes on campus, make the phone calls, write the emails without passing the test. The test is only for off-campus recruiting.
I believe that if the team has less than the full allotment of paid coaches (6 for combined teams, 3 for men-only or women-only), then the volunteer can be designated as one of the 6 who can recruit off campus...but that may have changed.
The NCAA restricts the size of the coaching staff. There are limits to number of volunteers permitted. A volunteer can do everything that a paid coach can do. My experience is that head coaches with large staffs keep tight leashes on responsibilities passed out to volunteer coaches, and head coaches with small staffs dole out greater responsibility, such as recruiting off campus.

If your institution has volunteers recruiting or evaluating off campus they are in violation of NCAA rules. It does not matter if you take the recruiting test or not. The volunteer is only allowed to have contact with a recruit on campus or via phone/e-mail.

Can someone who is a high school asst cross country coach be a volunteer asst coach at a D1 track program? The school I coach at doesn't have a position for me in track. I'm interested in testing out the NCAA waters, but don't want to cut off all ties with where I'm at. Is this possible?

This is true. This was new within the last year or two.
What if a volunteer assistant coach just graduated from the team and is friends with people still on the team. Can those previous relationships continue? I assume alcohol can not be in the picture but what about being friends... getting dinner, hanging out, etc. ?
What do you mean by hanging out? If you are talking about sex, let me ask you if you are nuts.
If you want to hang with the team as a friend, stay as a friend and don't volunteer coach. If you want to volunteer coach, you have to sit at the grown up table and act like a grown up - which means there's a new set of lines not to be crossed.
