I am a junior in high school and my 5k pr is 16:55 and my 1600 pr is 4:40. What division are these times good enough for and what would I need to drop my times to if necessary?

Gonna need to drop your times lower than you need to drop your balls to get on a remotely good D1 or D2 team.
Probably fine for a D3 school based on your mileage, if you dropped to sub/low 16s and sub 4:30 you could weasel your way into some D2s/upper D3s if you're a v low mileage guy. For D1 you'd probably need mid 15s and under 4:20 to get close.
Had a friend who ran at a small D1 school. He walked on to the team but ran all four years. Ran around 4:35, 10:00, and 16:00.
I work (not in running) at one of the slower schools in the Big Ten. Just skimmed the bios on the recent freshman and most are under 4:20 and in the low 9's.
