Sub 3 hours for men. Sub 3:30 for women. My personal standards.
For it to be other than a hobby you need to be a pro. Sub-2:20 for men might get you to a point where you can get free shoes but no real sponsorship (a semi-pro but still a hobby). Can a 2:14 guy make a living with no other job? Maybe. Sub-2:10 for sure can be a pro.

If you are telling a non-runner your time, just entering a marathon is enough to make you not a hobby jogger
If you telling a runner, you must be no more than 15% slower than the runners marathon pb for them to not consider you a hobby jogger

This answer gets to the heart of the question, but incorrectly assumes there are only 2 designations. Don't forget about the 3rd and most important: Hobby Runners.
In order to be considered a Hobby Runner (and not a Hobby Jogger, as the OP asked), one must run a marathon under 3hrs 3mins for men and under 3hrs 29mins for women.

Exactly. The requisite time could be quite slow compared to the superstar. For example, if you live in a non-competitive country with a strong olympic development program, a relatively slow time will suffice. If you're Kenyan, you better be good enough to actually win substantial prize money (because national and corporate sponsors won't support Kenyans unable to podium). The US will be somewhere in between those two cases.
