If you look at Japanese runners at Ekiden races a majority runs with huge flaws in their technique. They have no flexibility in their legs. They hold their arms very low below pelvis, heel strike etc.
For example in this half marathon race there were more than 200 runners in sub 66 min
How is this possible with that bad technique?
How did Japanese soldiers and Japanese Marines hold out so long while attempting to defend Pacific Islands?
Consider that your assumptions about “technique” may be faulty.
that's just how short people run. You can't expect them to lope along like David Rudisha.
You are watching the very end of a race, when runners' forms often start falling apart as they go all out. Heck, even Edward Cheserek got a ton of flak for looking like he's swimming when he's doing his finishing kicks.
Their technique isn't really that bad. Definitely better than American high school runners, but not nearly as good as American college runners.
As for height, Japanese are medium-sized (perfect for marathon running) and not exactly that short compared to some other Asians. In some Southeast Asian countries, 5 foot 4 inches is the average male height.
That's because they're all less than 120 pounds. If they were 130+ coupled with that technique, they would get destroyed.

the japanese chick looked like she damn near had her arms duct taped to her sides. i recall mimicking her, running around my house.
How is "heel striking" bad?
Most of what you ¨know¨ to be good technique is bulls***. If a huge bunch of guys are running faster than another big bunch, it's likely there is nothing wrong with the technique of the former group.

Obviously OP read born to run and believes good running form is to bounce on your forefoot. This is false, I drank the koolaid of born to run and all it resulted in for me was ankle injuries. I switched back to heel striking and guess what? I got faster and more injury resistant.

Maybe they are big Ryan Hall fans. He ran with low arm carriage as he found it held his heart rate lower.
You will note from this video that there is no correlation between running form and finishing time.

They had no other choice.
Normal stature, but their body type obviously favors a longer torso with shorter legs. I'd say the low arm carriage is tuned to their particular COG.

"Technique" really doesn't matter in distance running.
