I'd say that is a little higher than I'd want my kids to be at. What was the heart rate after the 1st, 2nd, ..., 5th 800m?
If I knew those I could get a better picture of was the pace to fast or was the quantity to high for the individual.

178 does not really tell us much. It depends on your max HR. For me, my HR will not even get that high now!
Also, HR can be affected by a lot of factors having nothing to do with demand. Heat stress can raise it compared to moderate conditions. Lack of sleep, poor recovery. I recommend HR as a third measurement in terms of gauging intensity (pace and RPE, pace assuming flat run).
