No Single Human has ever both 1. Run their Age in Seconds in a 400m and 2. Shot their Age in Strokes in 18 holes of Golf.
Prove me wrong.

The golf score = age in years happens all the time by oldsters. It's even happened on the professional tour (Sam Snead if I remember correctly who shot something like 67 or 68).
The 400m in seconds = age in years. Wow, not sure about that one.
Spoke to one of my co-workers who is a golf professional (teacher). He said that if anyone COULD have done it, he would have bet on Gary Player. World class golfer and total fitness nut.
Golfers don't run. They walk. That's why it isn't a sport.
I had a gentleman's bet with my dad that I would try to run my age in seconds before he could shoot his age in golf. He came closest, shooting 79 at age 75. He passed passed on to the Great Fairway in the Sky, while I still will struggle to run 65 when I turn 65....
What if the course is a par 54 course with no hole longer than 120 yards?
Definitely achieveable by an old timer if they had the right motivation ($1 million for the first to do it?)
Every men's age group record for the 400 is faster than their age, up until (and including) 75. Impressive. But I'm picking none of them plays serious golf.
Correction: 85.
I would say 72 - 73 would be possible for a talented man dedicated to both persuits to pull off.

Came here to say that this feat is entirely possible with the right motivation, but I didn't interpret the OP to mean within the SAME YEAR. If THAT is the question, then yes, this seems inCREDibly difficult (but not as ridiculous as, say, being able to deadlift 600lbs and run sub-2:10...), and I would also wager that it has never been done in human history.
What point are you tryng to make?

1) Take two things that very little people care about
2) Combine them
3) Make dumb statement
To make matters worse, so many random words are capitalized......... WHY?!??!
Current Ohio State Junior cross country/tracker runner Aaron Wood as a senior led his high school team to a golf state championship and also won the 3200 state title with HS bests of 15:30 and 9:16 and has progressed in college to be a 30:41 10,000 and 14:38 5,000 runner.
Many said he was better at golf than running.
He might have a chance one day.

How much variance is there in golf? For one thing, courses vary. But you can have lucky shots (sinking a long putt, or even chipping from off the green) and so improve your handicap, but not expect to match it again, unless you're very lucky again. The same thing can't really be said of running (that was a really great 400m, but he obviously won't be able to repeat it - "he just had a really lucky back straight where his stride length and rate increased" - doesn't make sense).
My age in seconds is 946080000. I think I can run a 400 that fast.
I shoot my age in strokes every day

1. I believe a fair number of people are about golf and a fair number of people care about track.
2. Done
3. I forgive you
The capitalized words are not random. Look up "How to Capitalize Titles". Better yet, ask your teacher after recess.

The title clearly says "in 18 holes". I don't care what your score is when you make the turn ;-)

Why are you bringing the interests of dwarves into this?

Ivan Lend,l the former tennis great, is nearly 60 now and has a handicap of 0. Clearly still a fitness fanatic too. Could imagine him being able to do both in his 60's.
