I do think nearly 100% of men could do 5 miles in 40 minutes (8/mi), but not 100% could do 10k under 40 (6:25/mi)

I smoked fairly heavily for 16 years, and quit smoking in my early 30s. I took up running and managed to run 5 miles in under 30 minutes within around 16 months. I probably could have run under 40 minutes within 2 weeks or so; basically as soon as I had the endurance to simply cover the distance without stopping.

No. Hell no. At best 30-50% could be trained to do this.
Almost all could do the 40:00 5 miler though, barring legitimate physical or injury issues.
Sub 40 10k I would say would be about 15% of guys that could do that with training,
Sub 40 5 mile I would guess 90-95% of guys could do so
Assuming with a couple years of decent training for both. Thinking 1 year to build up the ability to train, then two years actually training.
One thing I realize as I get older is that 18-39 is way to wide a range. There are many guys in their 30s who could start training right now, work up to 60 mpw, but not get under 40 for 5 miles (or even close). By that age so many guys have been sedentary so long they never get over it. There obese guys, smokers, druggies, etc. who would have no chance. The success rate would be way higher for guys who are 18-24.

This sounds about right to me. I'd add that the small percentage that couldn't get under 40 for 5 miles, would probably also not be able to train 60 mile weeks. If you CAN manage 60 mile weeks and NOT get a 40 minute 5 mile, then you, my friend, have some truly unfortunate genes.
