I'm going to be honest: probably not. I think with your 400 PR though, you can do it by junior or senior year.
I started running my sophomore year, and did 59 and 2:25 in trainers with no prior training, then worked down to 56 and 2:13 by racing. 5k somewhere around 19 minutes.
Junior year, trained seriously and worked 5k down to 18 minutes and the other two down to 55 and 2:04.
Senior year, trained more seriously and worked 5k down to 16:4x and 54 and 2:00.
You have the speed to do it. You need a great base this summer and the next (if your mileage is low now, build some (but nothing crazy) but do lots of aerobic cross-training), you need to take your diet seriously, sleep well, strength train (build slowly), do injury prevention work, touch on your speed year-round (strides 4-5x per week, short sprints leading up to track season), don't burn yourself out in indoors, and once the outdoor season comes do every workout with a specific purpose. If you have a good coach, just listen, but if they are new/inexperienced make sure you communicate your goals with them.
