I’ve seen a handful of these at high school meets that still pull of fast (though not state competitive fast) 800s in the high 2:0x range. Why is this, and what type of runner do you think this strategy indicates?

I honestly couldn't tell you what kind of runner this indicates. Negative splitting 800s is mentally a lot easier and is a lot less painful, and honestly pretty fun, but you leave a couple seconds on the table to do so. I was basically a pure 800m runner, but going out too fast always killed me. I'd have to make sure my first 200m wasn't blistering in order to not fall apart from 400-600m. So running a little more even was helpful for me even though I was probably a little more speed based than I was endurance based, at the time.
They could have run faster.
