If you pay to apply for the ballot and you get rejected you get your money back? Also if you get a place, do you have to pay an additional fee beside the ballot one? If you enter through the good for age category, you must live in the UK or you can live overseas? ( on their website it says you need to prove your time and your residence in the Uk )

Not to hijack OP's original question, but it's close enough that I didn't want to start a new thread.
I'm in the US and applied to the overseas entry. Does anyone have an idea what the odds are like? And does it help to have a decent(for a hobbyjogger) 2:37 recent PR? I've got a feeling it's a purely random draw, but would like to have some idea of my chances either way.

2:37 means nothing for overseas ballot entrants.
It is completely random.
2:37 would be Good For Age if the person was a UK resident.
It costs nothing to enter the overseas lottery other than typing in your email address. London will sell that address to others and you will get spam emails but that is the cost for not having to pay money for the application fee.
The odds on getting in depends on how many apply.

In the UK we have robust data laws. You opt out and won’t get spam emails.
Learn your facts.
Last year it was 60k overseas ballot entries for 5k spots (8%) and those odds get worse every year. Face it, the London Marathon is a charity event with a couple lucky spots for lottery winners, UK-based club runners, and Eliud Kipchoge.
