I coach at a High School and have a kid whose cadence is ~150 on a normal day, and can maybe start a race with 165, but it gets down to 160 pretty quick as he tires (I just get this from his Garmin). Normally I wouldn't bother to mess with their cadence, but this just seems abnormally low. He is an enjoyable kid to coach and tries to get better, so I'm wondering if this is something we should try to change during off-season—I'm sure he'd be willing. He isn't the top guy but I can see him getting to 4:40s / 4:30s within this year and the next, which is competitive enough in this region. He's ~5'11 I'd guess.
Or is this something we should just leave be? We already do form work and I would have expected this to get better as his form has bettered (which it has), but the cadence is still low.
