A competition is still a competition whether or not competitors are close. Races add extra adrenaline that a time trial doesn't.
Anyways, you don't start 20 seconds ahead. They might hang for a lap or two before falling off.
Well it depends on the race distance. If you mean 20 seconds in a 1500/mile then you're going to be alone for most of the race. If you mean 20 seconds in a 10K, that's not much of a difference and you'll probably have people to run for most of the race.

Not with my current schedule of meets! (My coach likes to keep the races local even though I prefer racing again competition that’s better than me to push me to a faster time)
