My outdoor track season has just ended and my coach recommended that I take 3-4 weeks completely off from running. Is this too much, too little?

Seems a bit much. Maybe take a week to ten days off where you don't make any attempt to do anything resembling exercise. Then after that maybe swim a bit, jog with whoever or bike some. 4 weeks seems a bit much to me.
If you're not injured don't take time off at the end of the season.
Cut out the very fast work & train at an easily accomodated volume, keep it easy and aerobic, but don't stop.
Going easy for a few weeks will rest you, but why de-train?
It's hard to get fit, why waste it?
sometimes you need a physical as well as mental break.
besides i think you need to take some time off completely from running to really restore your body. maybe i'm wrong though.
A mental break can come from changing the training emphasis, you don't need to stop.
Cutting out the stressy hard stuff, and running relaxed and easy is, well, relaxing and easy.
What will a complete break do to "really restore your body" that reduced volume of easy aerobic running will not?
I'd suggest taking a week off then doing some cross training before you go back into running. Run once or twice a week during that month off but do other stuff like swim, bike, ultimate frisbee, etc.
