14-15 is average joe territory, I find it very hard to believe that less than 1 out of 20 people can ahieve that. Just think of the amount of not even necessarily active teenagers and 20 odd folks who could do that effortlessly just off playing sport as a kid.

You have to account for old folks, small kids, most women, the morbidly obese, and those who've never done any organized sport. If we're only talking about lifetime PRs if all men were forced to train to their full potential, it's:
11 - 99.5%
12 - 90%
13 - 50%
14 - 10%

14 isn't slow. Just because you, a runner, or some people you know (other athletes and runners) can break 14, doesn't mean most of the population of prime aged males can.

"If all men were forced to train to their full potential" is fantasy material - assuming it means what it sounds like, and all men were given the correct training and diet from an early age, were highly motivated, and worked up to elite sprinters' training in their early 20s. In that case, I'm sure the 10th percentile would do way better than 14s.
There is simply no evidence to suggest training can take a 17 second runner and turn him into a sub-14 sec runner.

You're right. Only 90% of all men? It's more like 95% if not 99%. Even an obese guy can sprint for a few seconds. It's not a 400.

Some people don't seem like they were made for it because they weren't active when they were young or didn't do sports that trained their fast twitch muscles. I mean, I'm just spitballing, but I haven't seen any evidence that human genetic differences could account for such HUGE variation in potential.

"sports that trained their fast twitch muscles." What does that mean if not for the basic sports of soccer, basketball and football? Most kids don't grow up doing 'sprint training'. Pick something.
