I could do a 25 flat in normal conditions back in college....I could run 29.5 in the snow...no different from running through puddles...we used to have races with snow on the track...those were the days...
I say 40 seconds. Normally I can run 24-25 ish, but with the snow there would be such poor purchase- even with spikes.
I'm gonna say around 27, give or take 1 second.

Kid (since I know you're a kid), instead of asking dumb questions on letsrun about how fast you could run a freaking 200 in 8 inches of snow, why don't you go out and run more miles? If you spent all this useless energy instead following a Lydiard plan, you might yet make something of yourself.
I did not do that when I was younger. I'm saying 55 seconds right now. Maybe 52 if I have a light meal beforehand.

Snow varies wildly. Fluffy snow with normal surface underneath doesn't really slow you at all.
