Here is a plan for a 3 week training period that can be repeated as necessary. The 3 week period allows the athlete to fit two 10 day microcycles and a rest day, while still counting mileage by weeks. Probably as the whole period is repeated long runs will lengthen to slightly up mileage. It looks like a lot of quality, but notice that it is only tempo, "CV" work, and very short speed work.

Strength work will be done after every easy run (abs, push-ups, pull-ups, squats, calf raises). Strength training will also be skipped on pre-race days.
All Saturdays are interchangeable depending on race schedule. Paces will only be increased over the training period if it happens very organically.
After this training a TT should be run ~1wk before outdoor competition (or use a recent race time) in order to recalibrate tempo/ easy pace. Mileage will be dropped from 60-65 to about 50. Every week will include 1 day of tempo and repeats. 4 wks from peak, the tempo will be dropped and a transition will occur to two workouts a week (Dropping the rest on the repeats for 1 of the sessions). A finally mileage drop and reduction of workouts will occur 10 days before peak competition.
Is there too much quality in the winter? I reason that it is easier to build top end speed and work on LT or CV work during the winter when it is not necessary to do lots of repeats.
