Maybe. Your rest is a little long. FWIW, I used to do 1000 repeats in 3:20-3:25 but with 2:00 recoveries, and my 3K PR is .... wait for it....9:45.
You probably should have done some shorter repeats also, but too late to change that now.
NO CHANCE. I ran 9:55 and did 5x1000 3.20-3.17 w/1:30 rest

My second workout is a tempo run (usualy a 3miles) or 8×600m in goal pace with 2minute rest.

Not sure that anyone is going to answer or that this is the best place to ask but since it is being brought up....
Does anything 3 minutes+ feel like to long of a rest regardless of the time spent on a repeat for anyone else?
After 3 minutes I am typically as good as I am going to get on recovery. Generally 2 - 2:30 is enough.

Yes.
I do 5x1000m weekly when preparing for 5k, and usually start off after base training with the rest at 2:30 to get back into it and shake the rust off, then each week I shorten rest time. Usually something like this:
Week 1 - rest 2:30
Week 2 - rest 2:00
Week 3 - rest 1:30
Week 4 - rest 1:15
Week 5 - rest 1:00 (at this point I know I can reliably run the race at the goal pace I have been doing the intervals at)
Week 6: Race
... I should add that the rest is active; I jog 200m. So in the beginning I am almost jogging in place for 200m in 2:30, and by the last week I am jogging the rest period at 5:00/km (about 8 min mile) pace. Works well for me.

So to answer your question, 5x1000m @ 3:20 with that much rest would be an incorrect, but doable workout for someone who would be looking to run around 10:00. I could run that workout when I was about a 10-flat 3k guy.
As others would say, shorten the rest. Or even better, if I was training to run a 9:45 3k, I would try 3x1000m @ 3:15 with 60 seconds active rest (jog 200m). That would be a good indicator. I would even consider adding a 4th km and lengthening the rest to 80 seconds.

Go to track and run 2x1800 w/5' rest all out. Get the pace for the 2 1800 let's say, 3'20" per K thats your 3K pace.
