a) Ethiopian federation is infinitely more controlling. If you're interested in running for the national team, you had better play by their rules. Among them: world titles take priority over all else. Training is laid out with World Champs/Olympics in mind, and then WR attempts, and then the rest.
b) Language -- if you've gone to school in Kenya, you have had English instruction and have taken school in English. The same is not true for Ethiopia. This is another reason that you'll find a number of Kenyans running for American Universities, but very few (any?) Ethiopians.
Those points are generally correct, but there are a few Ethopians running in the US college system. Usually they are relatively new to the sport and have not gone through their national program, and initially are focused on academics. I have personally raced against one Ethopian in D3- Husein Nasiro-Sigo at Methodist College.
