Absolutely this indicates a just under 4.15 mile.....but you should not run 15 x 800s at as it looks like around your maxVO2 -pace. Better to run 15-20 x 800s at your LT-pace and f.ex 8-10 x 800s at your maxVO2 -pace . It`s to much "variation" in that 15 x 800s at first 2.16-2.17 and than down to 2.09. Will not give the very best even level of pressure .
You would be better of running one workout 20 x 400m at 63-64 sec or 8-10 x 800 at 2.08-2.10 per week, and another LT-pace long interval f.ex 6-8 x 1600m at 4.36-4.40 min. That should guarantee a mile around 4 min. You also have to complement with fast mile race pace repetitions when you get closer to race.
