In case the title sounds insane hear me out.
There's obviously a problem with slower marathoners wanting to cut various courses for prestigious instagram glory.
When these people are ousted, they should be fined the total amount of sub 3 runners for that course x the entry fee.
So if there are 30 sub 3 runners for a marathon that a person has cheated on, and the race entry is $100, they get fined $3000.
The $3000 is then reimbursed to the sub 3 runners, so they evenutally end up getting free entry.
I'm not saying that every hobby jogger should pay for the sub 3 runners entries. Just the cheating ones.
