Well why not? That's what I would expect of a Japanese marathon runner. When these threads come up about "what's the slowest 400 time needed to run a sub 4 mile?" etc, the usual replies are based on what a typical runner with a decent kick can do.....unrealistic answers that don't address the issue of how much speed endurance a slow twitcher can have.
What did the Brownlee brothers run in that 100m race with Mo Farah? It was 14s wasn't it?

When he said 13.9, it's probably more like 12.9 or 11.9.
Actually Kawauchi could only ruh 3:50 1500m, which is a far cry from a sub-4 mile.

can you imagine the stride frequency of the typical short stride length Japanese marathoner that could go near 12-flat?
Bolt - 41 steps
typical sprinter- 45 steps
Yuki- 100 steps, maybe

Probably 9.9
13.9 is converts to 15.1 out of blocks which is slower than 4 out of 5 members of Gaki no Tsukai. Japanese will know what I mean. I posted the episode a while back so you can search it up on these boards. Enzo was fastest at about 13.45 FAT. Only Yamazaki was slower than 15.1.
My theory for why untrained Japanese are so naturally fast is they're skinny.
