Suppose that 2 people are at equal 5k fitness but one has better fitness in longer events- they have more endurance and the other is faster at shorter events. If the sole purpose of the race is to beat the other person and the winning time doesn't matter should the person who is more endurance-oriented intentionally take the pace out too fast when they know the other runner will not let them go and will hang on. Because this will make them both fatigue quicker so will the more endurance-oriented runner have an advantage and win?
