I was looking over this site:

which explains Lydiard's training methods and I'm confused about something that it says and was hoping someone could clarify it for me. What it says is this:
"1/4 effort – easier, but still aerobic pace (not jogging), 65-70% of (Maximum minus resting heart rate). For example, with a resting of 55 and max of 195, it works out to 145 to 153 beats per minute."
I don't understand what this means, it says maximum minus resting heart rate but wouldn't that be 140 and 65-70% of that be a lot less. How does it come out to between 145 to 153 beats per minute? If someone could explain this I'd appreciate it thanks.
