I have been an 800m runner for quite a few years. I ran 1:55.6 in high school, but by junior year of college I have only improved to 1:53.5. My 400 is 49.3 (relay split, and I ran 50.7 split in high school).. and my 5k during xc is 15:43. Should my 800m pb be faster in light of my 400 and 5k?
No. You just ran your 5k PR on a short course.
I finish my 8k xc races a few seconds behind guys who run 15:30s in track.

Common excuse for a freaking second rate runner like you who has never seen or probably even heard of the course but called it short. The guy ran 1:55, that takes skill to do that in hs. I wouldn't doubt his 15:43

I don't think it should be faster. Your 400 isn't that great for a good 800 runner and I bet you are really a second slower.
Don't get me wrong, 1:53 is a very good time, but if you are properly trained you probably won't get much faster. Certainly not sub 1:50 with that 400 speed.
The issue is your 400m PB is not a PB at all. It's a hand timed relay split. Literally meaningless.
