Officially, the cutoff is determined by pace not distance.

Article III, Section A.2.11: Men's half tights shall not be worn for races where the runners' average pace is slower than 5:00 / mile. This requirement does not apply to the race winner.

Rupp can wear half tights for a marathon. You can wear them in a half if you can run 1:05:30. If you can't, then you better win.

What is the confusion? It's in the rules, clear as day. If you dislike the rule, petition to have it changed.
