I have a RHR of 48 and I'm in 23:30 min 5k shape, when I had a RHR of 54 I was in 22:30 5k shape (I'm female) so I think there are a lot of other factors involved in RHR, not just fitness.
My RHR has been as low as 38 during cross country season. During that same time, I only managed a 19:20 5k.
Overtraining can cause an elevated resting heart rate, while creating performance benefits in the short term.

40 right now but I have seen as low as 30 before. 14 min 5k, 65 min half.
Ranges from 37-40 mostly; has gotten as low as 31 randomly which freaked me out a little. I'm always in top form so ranges probably have to do with stress and training workload. I have noticed resting heart rate usually is a gauge of fitness but it's individualized.
In PR shape, I had a RHR of around 55-60 BPM.

There is a slight correlation between fitness and low resting heart rate, however, low heart rate has much more to do with genetics.
For example- in college I was a 14:29 freshman and sat around at 33-35
I'm now old fat and slow and it's still 38.
I've spoken at length about this very topic with some top exercise physiologists and that is why they are all saying as well.
There will be none. I know basketball play td that are in low 50s that couldn't run a mile worth shit. Just saying.
My RHR is in the low 40s (42?), but my 5k PR is only 19:4X.
...but, I am also 6'3" 210lbs.
My guess is that RHR correlates more to general health more than running fitness.
Low resting heart rate is largely genetics, I have seen 28 for me and when I was hooked up to an ECG the researcher remarked that it was reporting 34.
my best 5K is a mediocre 19:30.
