Full rides are pretty tough to get, even for a 9:15 guy. I'd say you'd need to be in-state at the school, and probably sub-9

15:20s placing you in the top 20? Top 10? Top 3? That's going to be of more interest, especially if the "legit" courses aren't well known to the coaches in question. With a few famous exceptions, XC times aren't reliable so people don't rely on them--I'm sure you've heard that before. Placement in your state championships could matter more.
I'd answer: What are your 400m/800m PB? As you know, a track & field coach will want about 40 athletes per gender. 12.6 athletic grants for men. A track & field coach cannot count on borrowing football players for the throwing events. Look at the teams that win NCAA Championships. Numerous talented sprinters.

Good luck getting a full-ride anywhere. I've coached 3 boys who've been under 9:15, 2 of whom were under 9:00 and none of them got a full ride, nor should they have expected to. There are only 12.5 scholarships to share among the entire XC and T&F team, which is in the neighborhood of 50 student-athletes. If one person gets a full ride that means there are 11.5 scholarships left for the other 49 guys. If you get 1/4 scholarship you're doing good.
What do most of the schools in the Big 10 do then? Most of them don't have a sub 9:00 guy on their entire team let alone in every class. Does that mean those schools aren't giving full rides?

All state in a competitive state in cc, indoor, and outdoor track. Still have senior year left.

I find it hard to believe that guys under 9:00 didn't get a full ride. I'm sure they could have somewhere.

Sure they could have gotten a full ride SOMEWHERE, but when you're a sub-9 guy and/or have run at FLN and/or NXN, you aren't likely to go anywhere other than a competitive school, which means it's very difficult to get a full ride.
That then brings me back to the original question. Can a sub 9:15 3200 get a full ride to a Big 10 school? Not all of those schools are competitive.

Schools post standards. I'm sure there's a lot of variation year to year, but Michigan has 8:50 for a full scholarship; 9:10 for partial. These are the times they say they'll consider--not a guarantee.
OSU says 9:05 is the scholarship standard. 9:20 to walk on.
Purdue says 9:10 is the scholarship standard; 9:35 to walk on.
Do a little research maybe. It seems unlikely a 9:15 would get a full scholarship anywhere unless the person was maybe state XC champ as well and the time was from early junior year or soph year maybe.
Depends on how far under 9:15 you run. If you run 8:30, you'll be a sub 9:15 3200m runner. I'm sure that will get you a scholarship.

I have seen those standards. Do you think they are legitimate?Purdue's standards say scholarship level at 9:10 for 3200. Only one on their Big Ten cc team in 2016 was faster than that in high school. So, were all the others walk-ons? Many Big 10 schools don't have anyone who ran faster than 9:10 for 3200.Just not sure what to believe. Right now under 9:15 for 3200 and in the 15:20s for 5k cc both in the junior year, are better times than what most teams have in their cc top 5 and even at all.

No, but you would get money. I got 33% athletic from a BIG-10 (think UM, MSU, Illini) and I was a 4:13, 15:40 guy.
