Like a full on I-just-won-an-Olympic-gold style arms in the air, fist pumping and shouting victory celebration. The first time I saw it, I figured he was just trying to be funny, but I've seen the guy finish 3 more runs since, and it seems to just be his routine.
I figure that the guy is either hilariously cool, or dangerously insane, but I'm not sure which. Should I try to meet him, or avoid at all cost?
Are we talking during races or just random runs and he does it as he returns to his house? If its the latter I would say you should try to meet him but realistically, he is probably too cool for you.

Random runs, not races. He leans like he's breaking the tape right at the line where the sidewalk to his house meets the public sidewalk, then throws his victory celebration.
I guess you're just mad that every one of his runs is faster than your PRs.
The only thing left to do is film it and post it here.
I suspect either it could just be something he started off doing as a joke that became a habit. Either that or he has some mild mental pathology, like high functioning autism, or other behavior disorder. If you live next to him, you must observe other behavior of his on occasion that could give you a clue.
I doubt the he is just really weird, it seems like it would be a very specific thing to do repeatedly unless there is some underlying issue or a habit that was formed out of a joke.

Next time you should go out and cheer for him on the finishing stretch. Then give him a high five after he finishes while yelling loudly about how he's the man.

Ha thats awesome. Weird or not he is probably an interesting character to say the least. Next time he goes for a run you should just camp out near the end of your street and then outkick him for the finish.

When I saw my neighbor leave for his run this morning, I decided to try to pass him going the opposite direction so that I could get a glimpse without having to engage. I started running loops around the block dawdling on the "home stretch" and running fast the rest of the way so as to maximize the time spent on our street.
I managed to pass him about 100 feet from his big finish (slowing the pace enough to pass him while he was celebrating would have made it obvious that I was gawking). All I can say from this encounter is that the intensity seems to be real. I looked into the man's eyes, and I saw fire. Don't think he even noticed me at all. Pure concentration.
Now that I'm a bit more familiar with his run timing, I'll try to catch him right at the finish next time.
