Run more over the summer. Bump up mileage by 10% for each week until you're at about 10-20mpw higher than you last were. Take a down week every fourth week where you run 2/3 what you would normally run. Do strides 3x a week. In season lower mileage and add intensity. Don't go 100% in training ever. Save it for races

Honestly I think you can get close by working more on your 5k than on your 800. Closer to 2:20 is probably better but I was under 17:30 the first time I broke 5:00. Do some 5-8 x 1km workouts in 3:30ish and get more comfortable doing 6:00 pace for 4-5 miles for strength. Add in some 8-10 x 400m type workouts @ 73-75. I agree with adding in strides and 200s a couple of times a week. 8 x 100m or 4 x 200m for turnover.
I went 4:57 in a time trial where I had a much more experienced run take me through the first 3 laps all in 75 even. I maintained to 1409 and then kicked home with 200 to go in 34ish.
