It seems like distance based intervals would yield different results based on your level of fitness. Obviously people with different levels of fitness may NEED different results, but it doesn't seem like it promotes a good level of understanding to assign generic workouts like 12x400's when it is a 60 second workout for high end runners and well over 2 minutes for others.
200m and 800m intervals would probably be the biggest offenders in my mind as for many runners the estimated timing of these would be hovering right around the barriers where it you are changing the physiological impacts.
Example being that a bit of 2:30 is allegedly where you are generally hitting maximum heart rate so 800's would mean different things are happening a 2, 3 and 4 minute paces.
2 minute 800 means you aren't even hitting the 'max' range.
3 minutes means you dip into it and rest
4 minutes means you hit it and hold
Certainly distances are easier to relate too and coordinate with a group, but I wonder if they truly represent good targeted training
