Probably depends if you are time trialling or racing for position only to a degree.
But broadly I doubt what happens in the first 200 makes a huge difference if you do head out a little faster (if you PB at 200m over the first 200m that would be bad!), but clearly beyond that even pacing is the best strategy for running the fastest time.
