This question is oddly phrased so I'm going to start with what I understand: You're doing 13xK w/ 60s rest/recovery, and you want to know what speed you should run them relative to your 13K race pace (idk how you'd find that). You also want to know what this workout works on.
This highly depends on your fitness and mileage, because this is a very high volume workout. Working under the assumption that you are a relatively fit runner running at least 60 miles per week, this workout is most likely just a good way to get pacing down. I would classify it as LT or CV work, in which case you should target HM pace and bring it down to 10K pace. I would also advise taking the 60s as complete rest instead of a recovery jog if you plan to run 10K pace the entire time.
