If that is all you do then no. If you incorporate that into your workout routine then it is fine. After all, it is just a fartlek variation.

Assuming that it is at close to mile race pace, it can be pretty useful. But it has its place - usually either in the beginning of a cycle to allow you to gain some running economy benefits that will help throughout the cycle, or at the end of a cycle to get you feeling fresh and crisp and ready to peak. Mid cycle, they are considerably less useful, but can have value by way of running economy maintenance. More importantly, something is usually better than nothing.
Depends on how slow your off pace is. If you want a really tough workout, alternate 5K pace with tempo+5 second pace. You probably won't make it through 15 of them, but a 20 minute workout will do.
Dunno what the pace was but it felt faster than 5K maybe by 5 secs. I just ran at a pace I thought I would need to do to reach 15 reps. 10 reps I usually run a lot faster.
