I would have to say Texas just due to the ridiculous depth in football and track sprints, along with the emergence of a strong distance running scene there. But I'm not really sure how the states stack up when it comes to some of the lesser played sports like water polo, lacrosse, etc. Who do you guys think it is?
Texas is probably top 5 of all states in, at minimum, football, cross country (think SLC, The Woodlands, etc), volleyball, field hockey (from my knowledge), girls & boys soccer (only behind california), track, and baseball.
lacrosse is growing here, and water polo is a dying art. wrestling isn't massive here either

Wow, Cal and Texas? No way. You'd think much larger states like Rhode Island and Wisconsin would have better sports scenes.

The year CBA won the national xc meet, a New Jersey team was ranked, by USA Today, first in the country in football(either DonBosco or Bergen Catholic-I forget), soccer(St Benedicts), basketball (St Anthony's), and wrestling(Blair Academy).
Texas is unstoppable when it comes to girls wrestling

On this thread we're not talking about relative to the states size, just overall.
Also, when it comes to New Jersey they are very good but all the schools listed seem to be private schools who can recruit the best kids in the state. I don't really know but I would bet New Jersey doesn't have much else besides these schools listed.
South Carolina has tons of crazy athletes but they have trouble putting good teams together and same with Lousiana.
