Do you think a 8x400m on 60 seconds each and 90secs of recovering is enough to achieve a 3:48'00 on a 1500?

Impossible to know. While it's possible, your mileage, under and over distance PR's and tempo/endurance work all are huge factors
I ran 3:47.9, and here are some workouts that I would do.
10 x 100 in 12'' w/ 100 walk back recovery
8 x 200 in 27 w/ 2' recovery
10 x 300 w/ 100m jog in 44-46''
2 x 200-200-800 in w/ 90'' between reps and 5-10 between sets in 29 and 2:02.
5 x 400 w/ 5' recovery starting in 58 and running a second faster each one.
12 x 600m w/ 90'' rest in 1:40
4 miles at 5:10 pace
10 miles at 5:30-40 pace
My Pr for the 800 is 1:52'03
Muy current 1500m PR is 3:53'07
Im having a 25 mileage pw now because Im about competing
Other of my trainning sessions is
10x200 on 27 seconds recovering 2minutes between each rep
I was a bit faster but I think you're in the ballpark w/ the quarters. I'd really recommend dropping the recovery down, that's the killer for everyone. Nobody ever wants to do short recovery but 60s is the gold standard. You're a lock if you can do 8x400 w/ 45s recovery, even on 61's. If you can do 8x400 at 60 w/ 60s recovery, even if it's just standing, you're solid for it. Even better if you jog 200m (trust me, it will be tough after a few of em hahahahaha). good luck and let us know how it goes.
