actually quite easy. Question is, for how far? A mile or two, sure. A marathon? pretty damn tough, unless it's a (relatively) light pack.
I once ran a 6:30 (think it was 6:38?) on a slight downhill with about 70lbs on my back- reason for the urgency was that it had taken me longer to fill water than expected, so my gf was a fair way in front of me and there had been an advisory about a grungy person acting strangely on the trail. Since I was carrying the sidearm, I was a bit worried about her being so far ahead and basically drilled it to catch up to her before it became totally dark (I was in roughly 16:30 shape at the time). Obviously the adrenaline can do plenty for you (along with the downhill) but that doesn't last long. Couldn't have done more than another mile like that, then I would have been spent.
Sure seems like 30lbs would be enough to limit you to double digit mile pace at best.
