Complete bs. They may heel strike while jogging, but never at faster paces.
You may find their heel touches the ground at moderate paces, but that isn't heel striking. Heel striking is where the heel touches first, with some of the force of the support phase transmitting through the heel. When an elites heel touches the ground at a moderate pace, it is just the heel of the shoe slightly touching the ground, no force is going into the heel.
At faster paces, this doesn't even happen, the heel never will touch the ground for an elite finishing a 5000m or at any point in an 800/1500 (except the beginning of a slow sit and kick race, of course).
