I agree. The problem is that it doesn't STAY ice once you pick it up. Body heat melts it. Effectively, it become wet once you touch it for any length of time, and the only way you can perceive "wetness" or "dryness" is BY touching it.
Ice gets you wet, even if it is dry by itself. But, that might not have been what you were asking.

What if you are frostbitten? If your hands are frozen, it won't melt when you pick it up.
This is a good test for frostbite, I think.
