If you have the time, I think doubles can be beneficial even at very low mileage.
Actually, I think there's reasons that low mileage runners with the time and motivation could especially benefit from 1 or 2 weekly doubles.
I also think that as little as 5 minutes of running is a useful double, especially for slower or lower mileage people.
10 minutes very easy in the morning before an afternoon workout can be an incredible addition to a training plan. Just try it, 10 minutes easy, and see how you feel in the afternoon - I suspect you will feel much faster than usual.
