It depends on their plan w their phone. I'm in Mexico and w my carrier all my calls, data and texts are included like my normal plan in the states. Same for Canada.
Not sure what the carrier is but would it work for the major providers? Like AT&T, Verizon, T Mobile, etc.?
So if I send them a text message, they'll see it just like they normally would here in the US?
I have a Google phone so I can get texts from any location.
Just send them a message on the interwebs which they surely will still be accessing.
Yes google voice will give anyone a free text-capable phone number. Only dumb people pay for more than data now.

Use WhatsApp, It's free and you can communicate anywhere there is wifi.

Or use Viber, very similar to WhatsApp.
Not sure if the other person has Whatsapp. I might just text them normally and see if it works
My friend is around Cancun, I know they have a smartphone but don't know the type, provider, etc. So if I send them a regular text, it's a 50/50 chance they'll get it?

Just ask your friend to download "WhatsApp" via txt then communicate just like txt on WhatsApp sans paying $.50 a txt. Otherwise, they will have a really expensive bill waiting for them at the end of the month.
I've spent years around the globe to include Mexico. Be smart or get raped by your cell phone provider. Your choice, or your friends choice.
