You couldn't ban anyone from doing that but what you're describing isn't a fraternity. It's not uncommon at all for specific fraternities to get banned at particular schools.
How? A fraternity can be banned from campus. It cannot be banned from existing. I don't know how it works at other schools, but at the two schools I attended, most of the frats were located off campus. I'm pretty sure that Cornell can't tell a group of guys that they aren't allowed to own, live in, and socialize in a house in Cayuga Heights.
