This is not a 400 meter track as we know it, but running on a track is going to be faster than on a road or other surface because there are no hills, potholes, the surface is smooth and predictable, and it offers more energy return than any other surface.
If they laid down a specially tuned Mondo surface over a one mile or longer loop, with gentle turns and in a location sheltered from the wind, and then invited an elite field with great pacers, (including a large prize purse based on final time) I believe over a the advantage would be 90 seconds and more
over a marathon.
A track marathon would also be 42.195 meters shorter than a road marathon, as certified road courses have an additional distance percentage added on to them to ensure that the overall distance is not short. That takes at least 7 seconds at current 2:03 marathon pace.
Runners likely would not run it in actual spikes, but they could wear lighter spike like shoes than road flats because they would not need cushioning and protection on a track.
They could optimally tune this special track to maximize energy return at marathon running speeds.

This is actually a very good question, it would be boring, but I suggest that you build a very big track ie 1k or 1 mile or even 2k. It would not have to be 8 lanes wide, maybe three, and see if these guys can run a really fast marathon. I'm beginning to sound like Yannis Pitsiladis.
